The Google Docs app allows you to view and edit your files, but if you want to create folders and organize them you'll need to download the Google Drive app as well. The Google Drive app is available for both iOS and Android.

If a file won't open, a few things could be wrong: The file owner didn't give you permission to open the file. You're signed in to a different Google Account. Someone removed your permission to access the file.
